Encourage members to provide content. Let even non-advisors to have blogs. It is difficult to ask members to contribute unless you provide some kind of 'carrot'. This could be in the form of some free stuff on the forum, employ(if necessary some regular content providers) staff to get some important and timely information in a format that is complete and comprehensive. A community has to 'grow', it can be created instantly.
